DfE Technical Manual
Design standards: employer's requirements, Technical Manual (school and college buildings).
The DfE Technical Manual is the Department for Education's technical specification for designing and building schools and colleges in England. It forms part of the employer's requirements for the School buildings construction framework 2025 and includes clauses on signage and wayfinding.
Contains public sector information licensed under the Open Government Licence v3.0. Always check the official page for a newer edition.
For signage and wayfinding
What it asks of your signs
- 01Internal door signage is required for every space, giving its name or purpose and its agreed number.
- 02Directional signs must be consistent and clearly visible, especially for visitors, and durable enough to resist impact and cleaning. The design should allow for changes during use while preventing tampering.
- 03External information and wayfinding signs cover the site boundary, the entrance landscape for visitors, and routes to community facilities, and are specified against BS 559, BS ISO 23601, the BS 8300 series and BS 5499.
- 04Fire safety signs follow BS ISO 3864-1 and BS 5499-4 and must be clear, well lit, carefully sited and visible to all users, including people in wheelchairs. Refuges need directional and equipment signs.
- 05Hazard warning signs follow the Health and Safety (Safety Signs and Signals) Regulations 1996, BS 5499-10 and HSE guidance L64.
- 06The manual sets a minimum life expectancy of 15 years for signage, which drives material and fixing choices.
What it is
The Technical Manual is one of the documents that make up the DfE's design standards, the employer's requirements for the design and construction of school and college buildings and outdoor environments in England. They form the employer's requirements for the School buildings: construction framework 2025 and are aimed at local authorities, academy trusts, governing bodies, college leaders and the technical professionals who design and build for them. The manual is dated January 2026 and was published on GOV.UK in February 2026 alongside a pattern book, schedules of accommodation and information requirements.
Earlier school design guidance from the DfE included the Generic Design Brief and output specifications for previous programmes. Check which version your contract names.
What it asks of signage
Signage appears in several places. The fittings, furniture and equipment chapter covers general signage, internal door signs for every space, fire safety signs, drinking water labelling and hazard warning signs. The external works chapter covers information and wayfinding signage and interpretive signage for nature areas, both specified as aluminium panels on steel legs with anti-vandal fixings and accessible text and graphics. The fire safety chapter repeats the requirements for fire signs and refuge signs.
Movement and wayfinding also appear in the design narrative: the siting of lifts, stairs and circulation is expected to support a wayfinding strategy for the site, for both everyday use and emergencies.
How it relates to the Building Regulations and Ireland
The manual sits on top of the Building Regulations. Approved Document M Volume 2 and Approved Document B Volume 2 still apply, and the manual references both. Its signage clauses are short because they lean on British Standards rather than setting dimensions of their own.
In Ireland the Department of Education's TGD-020 does the same job for primary and post-primary schools, with more specific tactile and Irish language requirements.
Editions and history
The January 2026 Technical Manual is the version published on GOV.UK as of October 2026. Earlier DfE documents, such as the Generic Design Brief, were issued for previous school building programmes; check which version your contract names.
