Approved Document M Vol 2

Approved Document M: Access to and use of buildings, Volume 2: Buildings other than dwellings.

Approved Document M Volume 2 is the statutory guidance for access to and use of non-domestic buildings in England. It covers approach, entrances, circulation, lifts, facilities and sanitary accommodation, and is the regulatory starting point for accessible signage and contrast.

Contains public sector information licensed under the Open Government Licence v3.0. Always check the official page for a newer edition.

For signage and wayfinding

What it asks of your signs

  • 01Accessible entrances should be clearly signposted from the edge of the site, and from the principal entrance if that is not accessible, using the International Symbol of Access.
  • 02Signs to an accessible lift or lifting device should be visible from the building entrance, and every landing should carry a floor identification sign that contrasts with its surroundings and is visible from the lift.
  • 03Visual contrast is defined by LRV: a difference greater than 30 points, or at least 20 points where illuminance exceeds 200 lux, with 15 points accepted for projecting door furniture.
  • 04Information about the building should be easy to get from reception or from notice boards and signs; the document points to BS 8300, Inclusive Mobility and the Sign Design Guide for detail.
  • 05Contrast between walls and ceiling, and walls and floor, helps people with impaired sight read the size of a space and find their way.
  • 06Lift landing and car doors should be visually distinguishable from adjoining walls, and lift call buttons should carry raised symbols.

What it covers

Volume 2 supports requirements M1, M2 and M3 of Schedule 1 to the Building Regulations 2010 for buildings other than dwellings. It took effect on 1 October 2015. The July 2020 amendments changed paragraphs 5.6 and 5.7 so that Changing Places toilets are provided in appropriately sized, publicly accessible buildings. The May 2024 amendments, in force from 1 October 2024, updated references to reflect the new Part T and Approved Document T on toilet accommodation.

One of the stated objectives is that elements of the building should not be a hazard to people with impaired sight and should instead assist in wayfinding. That line is worth quoting in a design and access statement.

What it says about signs

The signage provisions are scattered, so specifiers tend to miss them. Paragraphs 2.5 and 2.7 deal with signposting accessible entrances. Paragraph 3.5 asks that information about the building can be obtained from reception or from notice boards and signs. Paragraph 3.18 covers lift signage and floor identification at landings. Further provisions cover clearly signed setting down points, signed steps alongside ramps, and the signage of hearing enhancement systems.

For the design of the signs themselves, Volume 2 defers to BS 8300, Inclusive Mobility and the Sign Design Guide. It also notes that BS 8300 contains material beyond what the Approved Document asks, and that following BS 8300 is good practice but not automatically the same as compliance with AD M.

Contrast and stairs

The definition of contrast visually in Section 0 is the figure everyone quotes. It applies to door furniture, handrails, nosings, lift controls, glazing manifestation and the elements a sign sits against. Internal and external stairs need permanently contrasting nosings, and handrails should contrast with their background. Stair geometry itself has moved to Approved Document K, so check both documents for any stair that forms part of an accessible route.

Common mistakes

  • Treating the LRV figure as a property of a colour swatch rather than of two installed surfaces under the actual lighting.
  • Signposting the accessible entrance only at the door, not from the site boundary and car park.
  • Fitting floor identification inside the lift car but not on the landing where it can be seen as the doors open.
  • Using Volume 2 for the common parts of a block of flats: those fall under Volume 1.

Editions and history

Replaced Approved Document M 2004 edition incorporating 2010 and 2013 amendments for work started or notified on or after 1 October 2015. Amended July 2020 (Changing Places toilets, paragraphs 5.6 and 5.7) and May 2024 (references to Part T and Approved Document T, effective 1 October 2024, with transitional provisions for work already notified and sufficiently progressed).
