EN 17210:2021

Accessibility and usability of the built environment. Functional requirements.

EN 17210:2021 is the European standard setting minimum functional requirements for an accessible, usable built environment, from urban spaces to buildings. It is adopted as I.S. EN 17210 in Ireland and BS EN 17210 in the UK, and includes wayfinding as one of its core topics.

For signage and wayfinding

What it asks of your signs

  • 01Wayfinding is one of its basic functional topics, alongside outdoor routes, parking, circulation, sanitary facilities and evacuation.
  • 02It is written as functional requirements with a rationale, so it tells you what the signage has to achieve rather than prescribing one detail.
  • 03Information via more than one sense is one of its key areas: visual signs alone will not satisfy it.
  • 04In Ireland it is increasingly cited in public sector briefs and procurement, so expect to show how your sign scheme meets it.
  • 05For measurable criteria, look to its companion technical report CEN/TR 17621.

What it is

EN 17210 was developed by CEN/CENELEC Joint Technical Committee 11, Accessibility in the built environment, under European Commission mandate M/420 on accessibility requirements for public procurement in the built environment. It sets out minimum functional requirements and recommendations based on Design for All and Universal Design principles, and applies to design, construction, refurbishment, adaptation and maintenance across the whole built environment, including outdoor pedestrian and urban areas.

Its basic chapters cover wayfinding, the outdoor environment, arrival and parking, horizontal and vertical circulation, specific areas and equipment, sanitary accommodation, user interfaces and controls, fire safety and evacuation, and environmental conditions such as lighting and acoustics. Later chapters deal with specific uses: accommodation, cultural and sport buildings, offices, healthcare and education, outdoor areas and transport.

The companion technical reports

The mandate produced three deliverables. Alongside the standard, CEN published CEN/TR 17621:2021, Technical performance criteria and specifications, which gives the measurable criteria that sit behind the functional requirements, and CEN/TR 17622 on conformity assessment. Both are available from national standards bodies, including BSI.

Ireland and the UK

In Ireland the standard is published by NSAI as I.S. EN 17210:2021. TGD M remains the statutory guidance for Part M, but I.S. EN 17210 is increasingly used as a reference by public bodies, local authorities and public realm designers.

In the UK it is published as BS EN 17210:2021. It sits alongside BS 8300 rather than replacing it.

Relationship to ISO 21542

CEN's project team drew mainly on ISO 21542:2011, then extended the scope to areas ISO did not cover, such as urban spaces, pedestrian crossings, shared space, emergency evacuation and adaptable housing. If a brief asks for both, expect overlap rather than conflict, but check the specific criteria.
